A cooperation agreement was signed at Samarkand State University named after Sharof Rashidov to establish a branch of Xi'an Shiyou University (PRC) in the city of Samarkand.

The online negotiations held to reach this agreement were attended by the Rector of Samarkand State University, Rustam Khalmuradov, Vice-Rector for International Cooperation Akmal Akhadov, Vice-Rector for Research and Innovation Hakim Khushvaktov, and other relevant officials and specialists.

During the negotiations, the parties discussed elevating the system for training qualified specialists in petrochemistry and engineering to a new level. The focus was on preparing graduates with modern knowledge and practical skills who are competitive in the international labor market, widely implementing the advanced experience of leading foreign universities, and strengthening sustainable, mutually beneficial partnerships.

As a result of the agreements, a draft bilateral agreement on the establishment of a joint higher education institution in cooperation with Xi'an Shiyou University was prepared and signed. The parties also agreed on the organizational and legal preparations, infrastructure development, personnel training, and the timeline for launching the educational process.
