Biography

Functions of the “Office of the Registrar”

The Office of the Registrar of Samarkand State University is a structural subdivision responsible for student admissions, academic process management, and student services. Its primary duties include organizing academic activities, ensuring openness and transparency in the educational process, managing the learning process via the https://hemis.samdu.uz/ platform, preventing bureaucratic barriers within the system, generating analytical data, and optimizing decision-making processes.

The Office operates in accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On Education”, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, board decisions and orders of the Ministry of Higher Education, Science and Innovations, the University Charter, University Council decisions, Rector's orders, and this Regulation.

The Office is led by a Head, appointed and dismissed by the Rector of the University. The Head of the Office reports to the Vice-Rector for Academic Affairs and works in collaboration with faculties, departments, the academic-methodological department, and other educational structures.

The “Office of the Registrar” has the following rights in performing its functions:

• To participate in the preparation of draft regulatory documents during the updating of state educational standards, curricula, and course syllabi;

• To participate annually in the preparation of working curricula and course syllabi in cooperation with departments and the academic-methodological department;

• To request working curricula, course syllabi, and individual faculty work plans from faculties and departments;

• To request proposals and recommendations from departments regarding the drafts of regulatory and other prepared documents;

• To request information from departments regarding textbooks, study guides, and other types of academic materials being prepared;

• To obtain other documents and information related to the academic process from deans' offices, departments, and other divisions;

• To exercise other rights in accordance with current legislation;

• To hold meetings and organize seminars to discuss issues within the competence of the “Office of the Registrar”.

The “Office of the Registrar” has the following responsibilities in performing its functions:

• Timely and high-quality execution of assignments from the Senate of the Oliy Majlis, the Legislative Chamber, the President of the Republic of Uzbekistan, the Government, and the Ministry;

• Effective organization of the tasks and functions assigned to the “Office of the Registrar”;

• Timely consideration of appeals from individuals and legal entities;

• High-quality and timely preparation of draft regulatory documents (and proposals for drafts) and their submission to the management;

• Organization of the academic process at Samarkand State University based on approved state educational standards and ensuring the full implementation of legal-regulatory and other documents within this process.
