Biography

  • 2012–2017: Head of the Department of Hydrometeorology and Landscape Science;
  • 2017–2018: PhD student (basic doctoral studies) of the department;
  • 2018–2019: Associate Professor of the Department of Hydrometeorology and Landscape Science;
  • 2019–2022: Head of the Department of Geography and Natural Resources;
  • 2022–2025: Director of the Urgut branch of Samarkand State University named after Sharof Rashidov;
  • 2025–Present: Head of the "Compliance Control" Anti-Corruption System Management Department at Samarkand State University named after Sharof Rashidov.

Tasks of the department

The main tasks of the department are:

prevention and combating corruption-related offenses at the University;

ensuring the implementation of measures aimed at the implementation of the project "Sector without corruption" at the university;

introduction and implementation of the system "Compliance control" in the fight against corruption at the university;

identification of areas with high risk of corruption at the university, as well as the causes and conditions of corruption offenses;

provide information on systemic problems that lead to the manifestation of corruption in the university and make appropriate proposals for their elimination;

ensuring the implementation of programs aimed at eliminating the causes and conditions of corruption offenses at the university and increasing the effectiveness of anti-corruption measures;

coordination of public control aimed at combating corruption at the university, as well as anti-corruption monitoring on the basis of modern methods and information and communication technologies;

study of generally accepted international standards and positive foreign experience in the field of anti-corruption and public control, as well as the development of proposals for the implementation of best practices;

organization of sociological, scientific and other research and development of proposals on the status, trends and causes of corruption at the university and the effectiveness of anti-corruption measures;

coordination of the activities of the academic lyceum at the university in the fight against corruption.

The list of state bodies and organizations subject to the Law "On Conflict of Interest" has been approved

As is known, the Law of the Republic of Uzbekistan "On Conflict of Interest" (https://lex.uz/docs/6952742) applies to:

• State bodies and local government authorities;

• State institutions, state unitary enterprises, and state targeted funds;

• Joint-stock companies with a state share of 50 percent or more.

To ensure the implementation of Presidential Decree No. PP-210 (https://lex.uz/en/docs/-6954264?otherlang=), the Republican Interagency Commission for coordinating the implementation of the Law "On Conflict of Interest" has approved a specific list of state bodies and organizations subject to this law (https://lex.uz/en/docs/-6954264?otherlang=).

In the event of reorganization, name changes, or the establishment of new state bodies and organizations, the Anti-Corruption Agency – the specially authorized body in the field of regulating relations related to conflicts of interest – will make the necessary changes and additions to the List.

As a reminder, the Law "On Conflict of Interest" will come into force in December of this year.
