Rustam Khalmuradov, Rector of Samarkand State University, Scientist of the Republic of Uzbekistan, member of the Senate of the Oliy Majlis:

  - We all know that in recent years Uzbekistan's modern foreign policy has followed the path of significant development of activities in the form of multilateral cooperation, relying on new approaches. An example of this is the Cooperation Council of Turkic-speaking Countries. Uzbekistan became a member of this structure during the summit held in Baku in October 2019. Through its participation in this Council, our country is committed to the policy of strengthening the spirit of unity and the atmosphere of trust in the Turkic world, and is ready to develop multilateral cooperation within the organization... It is very encouraging that the reason for our meeting today is that the organization of Turkic States promotes education, strengthening cooperation and friendship between higher education institutions of Turkic-speaking States. Taking this into account, Samarkand State University also expresses its desire to join the Union of Turkic Universities.

For reference, the Council of the Union of Turkic World Universities was established in 2013. Currently, the Union has more than 40 members from Kazakhstan, Turkey, Azerbaijan, Kyrgyzstan, Uzbekistan and Hungary.
