On additional measures to expand opportunities for obtaining modern knowledge and professions

Creating broad opportunities for training young people who want to acquire modern knowledge and get a profession in demand on the labor market, stimulating and supporting the aspirations of the younger generation to develop intellectual and professional skills, as well as holding events in connection with Youth Day on June 30 and July 29 of this year in the field of information technologies. in order to implement new initiatives and ideas put forward at meetings with specialists:
1. From October 1, 2022, establish a system for allocating educational loans to train young people in the field of information technology at training courses of non-state educational organizations.
Kyrgyz Republic:
a) commercial banks allocate educational loans for education in the field of information technology at the key rate of the Central Bank at the expense of deposits placed by the Ministry of Finance;
b) educational loan for youth for training in the field of information technology at the training courses of non-state educational organizations:
young stateless persons who are citizens of the Republic of Uzbekistan and permanently residing in the Republic of Uzbekistan for a period of 4 years with a 1-year grace period, in the amount of up to 65 times the base settlement amount;
as co-borrowers during registration and its return, the participation of family members of the borrower and other third parties with a permanent source of income is allowed;
c) young people with children from families included in the "Unified Register of Social Protection" do not need collateral and guarantee for an educational loan allocated for training in the field of information technology;
d) youth education loan for training in the field of information technology is allocated for training in software products and training courses for organizations - residents of the IT park (hereinafter referred to as the IT park). At the same time, the register of resident organizations providing education in the field of information technology will be maintained by an IT park in the form of an electronic information system and, if necessary, integrated with commercial banks, interested ministries and departments.
2. Providing financial resources for commercial banks for educational loans for training in the field of information technology:
Financing of the educational loan under the Ministry of Finance in 2022 will be carried out at the expense of the state budget allocated to the fund (hereinafter referred to as the fund);
and in the coming years, based on real demand, the necessary funds will be allocated to the fund.
3. Determine that:
At the expense of the fund, according to the requests of commercial banks, a deposit will be placed at a rate of 4 percentage points below this rate to provide them with an educational loan for training young people in the field of information technology at the main rate of the Central Bank;
In the event of a decrease in the key rate of the Central Bank, the interest rate on deposits and educational loans for training young people in the field of information technology will be proportionally reduced, and in case of an increase, it will remain unchanged.
4. From November 1, 2022, ATB "Halk Bank", ATB "Contact Bank" and "Microcreditbank" will purchase computers (including those not manufactured in the Republic of Uzbekistan) for young people studying at training courses in the field of information technology in organizations - residents of the IT park who have received a certificate of participation or have successfully completed these training courses within the last 6 months. in an amount not exceeding 25 times the base settlement amount for banking operations.
Biography:
payment of interest on consumer loans allocated for the purchase of computers up to 1.5 times the key rate of the Central Bank is compensated from the State Youth Policy Support Fund of the Agency for Youth Affairs (hereinafter - the State Youth Policy Support Fund;
a unified electronic register of certificates is maintained by the IT park.
5. Until August 1, 2023, families with children from families included in the Unified Register of Social Protection and young people included in the Youth Book will be given the opportunity, having successfully completed training courses under the One Million Programmers project and having received a certificate, receive a loan for the purchase of a computer in the manner prescribed by paragraph 4 of this resolution. Fund for support of state policy in the field of environmental protection.
The Agency for Youth Affairs, together with the Ministry of Finance, the Central Bank and the Ministry of Justice, by October 1, 2022, develop and submit for approval to the Cabinet of Ministers the procedure for providing guarantees provided for in this paragraph.
6. The Agency for Youth Affairs, together with the Ministry for the Development of Information Technologies and Communications and the Ministry of Finance, by August 1, 2023, will study the effectiveness of the work being done to allocate an educational loan for training in the field of information technology at the training courses of non-state educational organizations, as well as financial support in the manner prescribed by paragraphs 4 and 5 of this resolution Submit appropriate proposals to the Cabinet of Ministers.
7. Ministry of Finance:
a) together with the Agency for Youth Affairs and the Central Bank, within two months, develop and submit for approval to the Cabinet of Ministers a draft resolution providing for:
Distribution of credit risk between the Ministry of Finance and commercial banks on educational loans allocated to young people with children from families included in the Unified Register of Social Protection for training in the field of information technology;
Placement of a deposit at the expense of the Fund for educational loans in commercial banks for training young people in the field of information technology at training courses of non-governmental educational organizations;
providing a loan to pay for tuition at training courses for young people studying in the field of information technology in non-state educational organizations;
Establishment of eligibility criteria set by the fund for commercial banks when allocating funds for educational loans;
b) an educational loan for training in the field of information technology, provided for by this resolution, To provide, starting from 2023, in the manner prescribed by the parameters of the state budget, the necessary funds to compensate for interest payments on consumer loans for the purchase of computers for young people who have successfully completed training courses and received a certificate within the framework of the “one million programmers” project, and young people who have successfully completed training courses in the field of information technology of organizations-residents of the IT park or received a certificate of participation.
8. Decree of the President of the Republic of Uzbekistan dated April 20, 2021 “On supporting entrepreneurial activities and promoting youth employment”, in accordance with paragraph 7 of Decree No. UP-6208 “On additional measures for the social protection of children and organizing their meaningful leisure time”, funds allocated to the fund support of the state youth policy, are sent to compensate for interest payments on consumer loans in accordance with paragraph 4 of this resolution, as well as for other types of use of the fund's resources in the manner prescribed by law. let them go to their goals.
9. The Ministry of Economic Development and Poverty Reduction, together with the Central Bank, within a month, submit to the Cabinet of Ministers a bill on amendments and additions to the Law of the Republic of Uzbekistan “On Consumer Credit”, which provides for improving the procedure for providing consumer loans for goods (services) not produced in Republic of Uzbekistan, in order to improve the conditions of education, work and life of the population of the country.
10. The Ministry for the Development of Information Technologies and Communications, together with the Agency for Youth Affairs, should carry out regular propaganda work in the media and the Internet to attract young people to acquire modern knowledge and acquire a profession.
11. The Agency for Youth Affairs, together with the Ministry for the Development of Information Technologies and Communications, the Ministry of Finance and interested ministries and departments, within two months, submit proposals to the Cabinet of Ministers on amendments and additions to legislative acts arising from this resolution.
12. Responsible and personally responsible for the effective implementation of this decision to appoint the Minister of Finance Ishmetov T.A., the Minister for the Development of Information Technologies and Communications Shermatov Sh.Kh., the Director of the Agency for Youth Affairs Sadullayev A.Z.
