Urakov Dzhakhongir Rajabovich
Head of the Department of Civil Law Sciences. Doctor of Philosophy (PhD) in Law. Since 2022, he has been working at Samarkand State University named after Sharof Rashidov as an assistant lecturer at the departments of Special Legal Sciences and Criminal Law Sciences, and since 2026, he has been serving as the Head of the Department of Civil Law Sciences.
In 2025, under the specialty 12.00.07 — “Judicial Authority. Prosecutorial Supervision. Organization of Law Enforcement Activities. Advocacy,” he successfully defended his Doctor of Philosophy (PhD) dissertation in legal sciences on the topic: “Issues of Organizing the Activities of Prosecutor’s Offices in the Implementation of Crime Prevention among Youth.”
During his academic career, Urakov Djaxongir has authored 1 учебное пособие, 1 methodological manual, and more than 30 scientific articles.

Gulomov Akmaljon Shukurillayevich Professor of the department, Candidate of Legal Sciences. He has been working at the Department of Civil Law Disciplines of Samarkand State University named after Sharof Rashidov since 1997. In 2005, he successfully defended his PhD dissertation on the topic “Types and Essence of Contracts for Material and Technical Services to Agricultural Enterprises.” In 2010, he was awarded the academic title of Associate Professor in the specialty “Civil Law, Family Law, Business Law, Private International Law,” and in 2024 he was confirmed with the academic title of Professor. During his career, Akmaljon Gulomov is the author of 1 textbook, 5 teaching manuals, 7 methodological guides, 2 monographs, and more than 80 scientific articles. |

Arzibekova Khadicha Rakhmonkulovna Assistant at the Department of Civil Law Disciplines. She has been working at Samarkand State University named after Sharof Rashidov since 2021. In 2025, she was awarded the “Ibratli Oila” badge by the Committee on Family and Women of the Republic of Uzbekistan. Khadicha Arzibekova is the author of more than 30 scientific articles.

Ibodullayev Jahongir Ibodullayev Jahongir is a Candidate of Legal Sciences, Associate Professor. In 1990, he defended his dissertation on the topic “Interaction between Local Councils of People’s Deputies and People’s Control Bodies.” In 2007, he was awarded the academic title of Associate Professor in the specialties of Constitutional Law, Administrative Law, and Financial Law. For many years, he has worked at Samarkand State University in various departments, including “General Jurisprudence,” “Constitutional and International Law,” and “Civil Law,” and has also served as the head of a department. Jahongir Ibodullayev is the author of 2 учеб manuals, 9 teaching-methodological manuals, and more than 50 scientific and popular science articles. Kuvondikov Zokir Oblakulovich Associate Professor of the Department of Civil Law Disciplines, Candidate of Legal Sciences. He has been working at the Department of Civil Law Disciplines of the Faculty of Law at Samarkand State University named after Sharof Rashidov since 1998. In 2009, he successfully defended his PhD dissertation on the topic “Problems of Civil Law Regulation of the Activities of Business Entities,” and in 2017 he was confirmed with the academic title of Associate Professor in the specialty “Civil Law, Family Law, Business Law, Private International Law.” During his pedagogical and scientific career, Kuvondikov Zokir Oblakulovich is the author of 2 textbooks, 1 teaching manual, 11 methodological guides, 2 monographs, and around 80 scientific articles. |
