Activities of the department for commercialization of scientific and innovative developments​ 

The Department of Commercialization of Scientific and Innovative Developments of Samarkand State University was created in accordance with the Decree of the President of the Republic of Uzbekistan dated May 7, 2018 PP-3698 “On additional measures to improve the mechanisms for introducing innovations in industries and areas of the economy” and is a structural unit of SamSU. The activities of the commercialization department are carried out in accordance with the current legislation of the Republic of Uzbekistan, orders and regulations of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, other government bodies of the Republic of Uzbekistan, international agreements of the Republic of Uzbekistan in the field of intellectual property protection, the Charter, orders and instructions of the rector of SamSU.

The purpose of creating a commercialization department is to ensure the commercialization of scientific and innovative developments, as well as the results of research activities, the rights to which belong to Samara State University. The main activities of the commercialization department are:

  • systematic analysis of the market and study of demand for innovative products (works, services), assessment of the payback period, profitability and risks associated with the commercialization of innovative products;
  • selection of projects that are promising for development, have high commercial potential and are ready for implementation;
  • attracting investors, partners and other interested parties
  • to the implementation of innovative projects;
  • interaction with industrial enterprises in order to introduce new technologies and produce innovative products.
  • The Commercialization Department performs the following functions:
  • attracting, in the prescribed manner, teaching, educational, support and production staff of a higher educational institution, doctoral students, students, as well as specialists from third-party organizations to carry out research work financed from budgetary and extra-budgetary sources, and services provided by the university to customers;
  • carries out work on the legal protection of intellectual property objects of a higher educational institution, including preparation, execution and filing of applications for patenting and registration of intellectual property objects in the Republic of Uzbekistan and abroad;
  • prepares and ensures the conclusion of agreements provided for by current legislation with the authors of intellectual property objects and monitors their implementation;
  • explores, together with other departments, the possibility of transferring rights to intellectual property of a higher educational institution. performs work on formalizing the transfer of rights to intellectual property of a higher educational institution;
  • collects, stores information and maintains a database on higher educational university developments and research results, monitors the progress and effectiveness of using the results of intellectual activity;
  • organizes the assessment, analysis and examination of the scientific, technical, scientific, methodological and innovative potential of the results of research and innovation projects, identifying the most important and competitive developments;
  • develops recommendations for intellectual property management, including recording, distribution and transfer of rights to research results at all stages of the innovation cycle;
  • provides consulting services in the field of technology transfer, preparation of business plans for innovative projects, assessment of competitive advantages and risks, ensuring legal protection of research results, searching for potential investors;
  • prepares and controls sections of agreements on the implementation of research and development work, contracts, joint activities, international scientific and technical cooperation and other agreements concluded by a higher educational institution relating to intellectual property issues;
  • identifies facts of unlawful use of the university’s intellectual property and makes proposals to management to take measures aimed at suppressing these violations and compensating for the damage caused, and carries out the necessary actions to suppress these violations;
  • promotes the protection of property rights of a higher educational institution to objects of intellectual property, as well as the protection of property and personal non-property rights of their authors.
  • organizes training in the field of intellectual property among university employees;
  • coordinates the work of the information and resource center of a higher educational institution on regulatory, methodological and patent information on the profile of its activities;
  • prepares proposals for the draft budget of the university in the sections of inventive and patent-licensing activities, support for innovative entrepreneurship and technology transfer;
  • develops university documents regulating issues related to the creation, protection and use of intellectual property.
