According to the Decree of the President of the Republic of Uzbekistan dated May 7, 2018 "On additional measures to improve the mechanisms for introducing innovations in the industry and sectors of the economy" No. PQ-3698 on the basis of the order of the rector of SamSU No. 460-izh dated July 9, 2018, the university created "Department of Commercialization of Scientific and Innovative Developments". By the decision of the 13th meeting of the Academic Council of Samarkand State University dated July 6 2018, the Regulations on the Department for the Commercialization of Scientific and Innovative Developments were approved.
The number of full-time staff assigned to the department is 6 people (director, junior researcher and deputy chief accountant), and the main source of financing is the funds of the "Innovation Fund" and paid business contracts concluded by sectors.
The Department of Commercialization of Scientific and Innovative Developments was created in order to ensure the commercialization of scientific and innovative developments and the results of research activities, the rights to which belong to the university.

The purpose and main activities of the commercialization department
The commercialization department was established to ensure the commercialization of scientific and innovative developments and the results of research activities, the rights to which belong to the university.
Main directions:
- System analysis of the market and study of the need for innovative products, assessment of profitability associated with the commercialization of innovative products;
- selection of projects ready for commercialization and implementation;
- attraction of investors, partners and other stakeholders to the implementation of innovative projects;
- cooperation with industrial enterprises in order to introduce new technologies and produce innovative products.
Functions of the marketing department
- Involving teachers, assistants and production workers, doctoral students, students, as well as specialists from foreign organizations in the research work of the university, funded from budgetary and non-budgetary sources in the prescribed manner, and services provided by a higher educational institution to customers;
- the university carries out work on the legal protection of intellectual property, including the preparation, execution and filing of requirements for patenting, registration of intellectual property in the Republic of Uzbekistan and abroad;
- prepares and ensures the conclusion of agreements with the authors of intellectual property objects provided for by law, and controls their execution;
- together with other departments, the university is working on registration of the transfer of rights to intellectual property objects;
- performs work on the collection, storage and formation of a database on the developments created by university scientists and the results of the ITF, on the effective use of the results of intellectual activity;
- organizes the examination, analysis and evaluation of the scientific, technical, scientific, methodological and innovative potential of the results of research and development projects and innovative projects, identifies the most important and competitive developments;
- implements the development of recommendations for the management of intellectual property, covering the transfer and distribution of rights to the results of investigation at all stages of the innovation cycle;
- provides consulting services in the field of technology transfer, preparation of business plans for innovative projects, legal protection of research results, search for potential investors;
- the university establishes facts of illegal use of intellectual property objects and submits proposals to the administration on taking measures aimed at eliminating violations and compensating for damages;
- assist in the protection of property rights to objects of intellectual property of the university, as well as in the protection of property and personal non-property rights of authors;
- organizes seminars and trainings in the field of intellectual property for university staff;
- the university prepares and submits to the budget project proposals for research and patent-licensing activities, innovative entrepreneurship and technology transfer;
- develops documents on issues related to the use of intellectual property objects, their creation and protection.
Ensuring the work of the commercialization department
- Monthly wages of employees of the commercialization department are determined in accordance with the system of monthly wages and forms adopted by the university. The monthly salary of employees of the department of commercialization of scientific and innovative developments may include bonuses and other incentive payments, and the monthly salary of the university and the Regulation on financial incentives of the university and the Innovation Fund are determined in accordance with the provisions.
- The commercialization department is headed by a person with higher education, who is appointed and dismissed by the order of the rector of the university on the proposal of the vice-rector for research and innovation.
- Staff of the department can be admitted on competition basis
- Positions of employees are determined from the list of positions and professions specified in the Classifier, in the direction of innovation.
- The activities of the commercialization department are financed from the Innovation Fund of the University.
Rights and obligations
- receive all the documents and information necessary for the commercialization department from other departments of the university in the prescribed manner;
- making proposals to the university management to improve the efficiency of creation, protection and commercialization of intellectual property objects;
- require the heads of departments and officials to take the necessary measures to ensure the protection of intellectual property;
- If violations of the requirements of the legislation of the Republic of Uzbekistan or agreed obligations in the field of intellectual property are found, inform the management about taking the necessary measures to eliminate them;
- work with external organizations on behalf of the university within its competence and on the basis of instructions from the management.
Activities of the department of commercialization of scientific and innovative developments
- Developments are carried out on the basis of the "ROAD MAP", approved by the department of commercialization of scientific and innovative developments of Samarkand State University named after Sharof Rashidov.
- In order to improve the innovation environment and put into practice scientific and innovative developments created by university scientists, scientific research on territorial issues is carried out in the following areas: the use of essential oils obtained from plants growing in different regions
of Uzbekistan as local raw materials in medicine, perfumery and food industry;
- development of technology for intensive cultivation and cultivation of medicinal plants for pharmacy;
- localization of foreign technologies in the chemical industry and meeting the demand for imported products, production of products for export purposes;
- introduction of advanced technologies to improve the quality and yield of potatoes and practical justification of the factors affecting the yield;
- development of methods and technologies for the efficient use of mineral and organic fertilizers on saline lands;
- development and implementation of technology for efficient use of organic fertilizers through drip irrigation;
- research and implementation of problems of increasing soil productivity and moisture conservation;
- creation of domestic soft wheat varieties with high baking, technological quality indicators and high protein content;
- development and implementation of sustainable methods for restoring the productivity of desert pastures;
- development of an express method for assessing the radiation safety of materials;
- mathematical modeling of practical issues related to various areas of the economy, their research and implementation;
- creation of innovative methods for control of natural, synthetic and toxic substances in environmental objects;
- study of issues of water, climate and other natural resources of geosystems of Uzbekistan, their rational use, assessment;
- initiate innovative activities aimed at increasing soil productivity and researching soil erosion problems;
- development of innovative methods for the protection of plants and crops.
To date, more than 80 developments of professors and teachers of the university have been implemented in various sectors of the national economy on the basis of economic agreements. In particular, developments on the creation of a technology for the purification of isopropanol solutions containing nicotine were commercialized, prototypes were developed to determine the amount of gossypol in cottonseed oil for a number of enterprises and organizations, such as JSC JV "UzBAT JSC", "Kattakurgan oil-fat plant", PE "Tekhnologiya", "Buston Samarkand service" company, "Boydovur qush service" LLC, "Determination" LLC, development of environmental documentation in the projected construction for LLC "Naql Maxsus Quruvchi", farm "Laylo Tursunova erlari", farm "Ne'matillo Sherboburlar dalasi", LLC "Maroqand sifat" in Narpay region, "Muxtorov Muin OT", "Shurtan gas chemical complex", farm "Tarnov sabzavotlari", farm /x "Rahmatova Nigora", LLC "Khislatoy Nigora", LLC "Agro Bebik 23", khokimiyat of Taylak district, khokimiyat of Samarkand region, khokimiyat of Payaryk district, khokimiyat of Ishtykhan district, Urgut district department of preschool education, etc., development of environmental passports for improvement and waste on the territory of the service company "Bustonsaroy Samarkand", provision of legal and scientific and methodological advice and services for maintaining documents at the enterprise LLC "Boydovur qush service", the creation of methodological and structural support for the Samarkand school of young engineers, the development of hot-melt adhesive, the creation of a methodological manual "Objective and subjective factors for increasing the sense of eco-culture in humans", “Influence of microelements on the productivity of plants”, “Influence of micronutrient fertilizers on the yield of cotton”, “History of the Payaryk region”, “Procedure for carrying out agro-biotechnological measures in the cultivation of cotton”, “The main directions of socio-economic development of the Taylak region until 2030”, equipping the research laboratory “Catalyst”. Ready-made developments are commercialized, such as "The structural influence of the feed ration on the growth and development of rabbits", “Influence of probiotic diets on the morphobiochemical parameters of rabbit blood and its products”, “Improvement of the financial situation of the enterprise “Xislatoy Nigora” LLC and “Agro Bebik 23” LLC.
The scientific developments in the field of mathematics, physics, chemistry, biology, information technology, geography, history and economics created by the university scientists have been introduced into various sectors of the national economy of our republic. In particular, the development “Application of a mesoporous sorbent obtained on the basis of SiO2 in the purification of industrial wastewater from synthetic dyes” was implemented at the Uzbek-Turkish foreign enterprise “ATUSH MIHNAT TEXTILE” (Prof. N. Mukhamadiev, Sh. Sayitkulov).
- The development “Application of a mesoporous sorbent obtained on the basis of SiO2 in the purification of industrial wastewater from synthetic dyes” was implemented at the Uzbek-Chinese joint venture “AHMAD ISROIL TEX” (Prof. N. Mukhamadiev, Sh. Sayitkulov).
- The development “Application of quantum dots CdSe / ZnS + stabilizer in the identification of synthetic dyes from the composition of wastewater” was implemented at the Uzbek-Turkish foreign enterprise “ATUSH MIHNAT TEXTILE” (Prof. N. Mukhamadiev, Sh. Sayitkulov).
- The impact on the environment of the enterprise “Narpay iftixor sanoati” was studied (Associate Professor Majidova T.).
- By determining the influence of the orographic structure and location of the Middle Zarafshan basin on the generation and dynamics of winds, recommendations were developed and submitted to the State Committee for Ecology and Environmental Protection of the Republic of Uzbekistan (PhD R. Mamajonov) on assessing the energy potential of wind resources in the regions.
- At the facilities of the Syrdarya-Zarafshon Basin Administration of Irrigation Systems, mathematical and software tools have been introduced that have been developed to analyze and predict changes in the level of groundwater and soil mineralization (PhD Sh. Daliev).
- Mathematical and software tools developed for monitoring and predicting the movement of wastewater and changes in the level of groundwater and salt concentration in the soil over time have been introduced at the facilities of the State Unitary Enterprise "Suvokova" of the Samarkand Regional Housing and Communal Services (PhD Sh. Daliev).
- The influence of probiotic diets on the morphobiochemical parameters of the blood of rabbits and their productivity was studied and introduced into the enterprise "Tarnov sabzovotlari" (Prof. Z. Radzhamurodov, PhD M. Kuziev).
- The influence of the feed composition on the growth and development of rabbits was studied and implemented in URGUT SIFAT PARRANDACHILIK LLC (PhD D.Khayitov).
- Gas-sensitive materials based on diacetatecellulose and polyacrylonitrile were created and implemented in QC “Marokand MSM” (Assoc. Prof. S. Tillaev).
- Preparations with cytotoxic activity were created and introduced at a manufacturing enterprise at the Institute of Plant Substances of the Academy of Sciences of the Republic of Uzbekistan (Associate Professor A. Saidov).
- The development of the “Method for determining the hardness of water” was introduced in the SIP “Tanais-sharbat” (Assoc. Prof. K. Zokhidov).
- Tests were carried out at the enterprise for the production of cement in the Zhambay region and the development “Organic accelerators for the intensification of the process of grinding cement clinker” was recommended for implementation (associate professor O. Kodirov, assistant N. Egamberdiev).
- Graphite electrodes for the selective and rapid detection of heavy metal ions in various objects are recommended for mass production at El-Holding LLC for research and production, educational laboratories and scientific research due to ease of manufacture and reliability in use (Prof. S. Aronbaev , assistant G. Narmaeva).
- Molecular compounds above methane in natural gas are synthesized and introduced to the "Shurtan gas chemical complex" on the basis of an economic contract (Prof. N. Fayzullaev).
- Products important for the national economy were synthesized from acrylonitrile waste and introduced into Navoiyazot JSC (Prof. N. Fayzullaev).
- A technology for extracting nicotine from the composition of a propanol solution was developed and implemented at the JV "UzBAT" (Prof. E. Abdurakhmonov).
- A mobile application for the project of automating the activities of private clinics was created and implemented in the ShaydoMED clinic (PhD F. Nazarov).
- The web platform "Institutional economics", "Portal for the formation of a portfolio of scientific works", "Software platform for solving numerical equations by the Newton method" were created and implemented in the educational processes of SamSU, Jizzakh branch of UzMU, Jizzakh Polytechnic Institute (Prof. A. Akhatov, B .Eshtemirov).
- The translation of the working documentation was completed in the trade service of the enterprise "Mukhtorov Muin O.T." (Prof. B. Safarov).
- The main directions of socio-economic development of the Taylak region for the period up to 2030 were determined and submitted to the district administration on the basis of an economic agreement (associate professor Bobokulov B.).
- The effectiveness of the activity of “Xislatoy nigora farm” LLC was assessed and, on this basis, assistance was provided to improve the financial situation (F. Jalilov).
- The effectiveness of the activity of LLC “Agro Bebik 23” was assessed and, on this basis, support was provided to improve its financial situation (Prof. N. Arabov).
- A procedure for carrying out agro-biotechnological measures for the care of cotton has been developed and implemented in "Maroqand sifat" LLC in the Narpay region (Prof. Sh. Kholikulov).
- The influence of trace elements on the productivity of cotton has been studied and implemented in the farm "Ne'matillo Sherboburlar dalasi" (Dr. S. Urokov).
- The effect of microelements on plant productivity was studied and implemented in the farm "Laylo Tursunova erlari" (Dr. S. Urokov).
- On the basis of innovations, recommendations were developed to improve the efficiency of industrial enterprises and introduced into the Association of Building Materials Industry Enterprises of Uzbekistan "Uzsanoatkurilishmateriallari". (G. Keldiyarova).
- Archaeological research was carried out in the north-eastern part of the Payaryk region, on the southern slopes of Karakchitog (prof. N. Kholmatov).
